Abstract:

This thesis takes Qingdao City as a case study to investigate the current status of municipal solid waste disposal fee collection. Through field research, it identifies critical issues in the current charging system including low collection rates, outdated charging methods, significant collection resistance, and high operational costs. By conducting comparative analyses of domestic and international charging models, the study reveals that the "Water Consumption Coefficient Method" demonstrates distinct advantages in preventing payment defaults and underpayment while ensuring procedural fairness and regulatory compliance in fee collection.Based on these findings, the paper proposes that Qingdao adopt the "Water Consumption Coefficient Method" as its primary approach, implementing a "Zoned Dynamic Hybrid Charging Model" that authorizes water supply companies to collect waste disposal fees concurrently with water bills. To enhance collection efficiency, complementary measures are recommended such as intensified public awareness campaigns, optimization of the charging framework, encouragement of public oversight, and strengthened enforcement mechanisms. Furthermore, the study outlines future development perspectives for waste charging management from three dimensions: refining waste charging policies, implementing smart management systems, and exploring rural waste charging mechanisms. These proposals aim to provide actionable references for improving urban waste management practices.
