Abstract: On the basis of comprehensive consideration of environmental， economic， social， infrastructure conditions， an indicator system for the location selection decision-making of water surface waste landing point was established. Rough set， improved analytic hierarchy process and grey relational analysis were combined to apply it. A reservoir was taken as an example to analyze the case. Based on its actual situation， the index system was established and scientific quantification and data reduction were carried out. And a site selection scheme with suitable environment， economical economy， high social satisfaction and complete infrastructure conditions was obtained.
